New leader for ACCC CDR division appointed

A new executive general manager of the ACCC’s Consumer Data Right division has been announced, replacing Paul Franklin.

The Australian Competition & Consumer Commission (ACCC) has named Kathie Standen as its new executive general manager of the ACCC’s Consumer Data Right (CDR) division.

Ms Standen was previously the executive general manager at the Australian Energy Regulator (AER) and was the interim chief executive of AER for seven months last year.

During this time, Ms Standen was responsible for delivering the AER’s role in the Consumer Data Right ecosystem as it rolled out to the energy sector in November 2022.

Before joining the AER, Ms Standen held several senior executive and leadership positions in the Queensland government, mostly focusing on energy sector reform and pricing.

Ms Standen took over the role this month from Mr Franklin, who resigned from his position of three years on 15 May to “pursue other opportunities”.

The former executive general manager had steered the development of the initial CDR Rules, oversaw the implementation of CDR to the banking sector, and began the initial roll-out to the energy sector.

Writing in a LinkedIn post, Mr Franklin said: “Delivering the ACCC’s part in the Consumer Data Right has been a genuine privilege and a highlight of my career to date. Over more than three years I have been honoured to build and lead a wonderful team with enormous talent, building on the strong regulatory tradition of the ACCC and developing new capability to plan, design, build and run the technology solutions that support consumer data sharing and support participants.

Now is a good time for me to move on to my next challenge.”
